The Executive Yuan passed a new act on Thursday that would empower Taiwan's aboriginal communities for autonomous reign. However, some lawmakers criticized it as a mere cosmetic political move with little practical value. The Executive Yuan finally passed the regulation of Indigenous people self governing act, which was promised by President Ma Ying Jeou in his 2008 campaign, which Ma was happy to see it through. The regulation clearly states that, in the future, each tribe can work with neighboring tribes and local township administration offices to form and register a self governing group as the first step towards self governing entity, which will be like other cities and counties in terms of power to set up its legal regulations and council. However, the regulation passed did not include the self governing government the right to public land of administrative power, thus not able to administer fund raised, which upset many Indigenous representatives. Sun Da Chuan pointed out the reality that an Indigenous self-governing tribe has to face, saying that many experts carefully planned the regulation out.
