Many parking lots have been adopting a billing unit of one hour, and those who park less than an hour will still have to pay for the entire hour's parking.

But the situation is about to change, with the legislature passing the initial draft amendment of the Parking Lot Act.

The amendment will set 30minutes as the billing unit for roadside parking, whether it's a private or public parking lot.

Most drivers welcome the new policy.

Even though parking lots which violate the law won't face a fine, MOTC said that parking lot's billing unit as a standard to issue operating license to the parking lots.

However, some central and southern municipalities said that it's difficult for them to check the meters every 30 minutes due to insufficient manpower.

Take Tainan County for instance, the local government will have to double the manpower to do the job, which is another financial burden to the government.

In response, MOTC said that the ministry hopes that all the parking lots can adopt the 30-minute billing unit, however, local government can make adjustment based on the local situation.

For counties that offer greater parking benefit to drivers, such as I-lan County that allows drivers to park for free for the initial 10 minutes, don't have to change their billing unit to 30 minutes.
