The debate over ECFA still goes on. And this time its between President Ma and his KMT comrade, Wang Jin-pyng, Head of Legislative Yuan. Contrary to Mas stance, Wang believes the agreement shouldnt be reviewed as a treaty. And he emphasized that the authority of the Congress should be respected.

President Ma Ying-jeou and Legislative Yuan Wang Jin-pyng hold differing views on whether ECFA is a treaty and should be reviewed as such, and Wang was conspicuously absent during an ECFA summit this week.

According to Wang, the public needs to respect the Legislative Yuan's right to review the agreement as it sees fit. However, the central government is unlikely to interfere with the legislative process, and a negotiation session between ruling and opposition lawmakers should determine how the agreement is ultimately reviewed.

Legislators are expected to convene a one-week extraordinary session on the 7th. KMT lawmakers want to process a series of supplementary measures including customs and import taxes, while their DPP counterparts want to first decide whether ECFA should be reviewed as a treaty.

Lawmakers will meet on the 5th to discuss whether the agreement should be reviewed by legislative committees and whether it should be reviewed as a whole or clause by clause. Premier Wu Den-yih is expected to attend an interpellation on the afternoon of the 7th.
