The second reading of the ECFA discussion ended in chaos. The DPP later demanded corrections on the reviewing procedure, while the KMT threatened to veto the DPP's proposal, which angered the DPP law-makers to withdraw from the meeting as a way to protest.

The ad hoc meeting of the legislature review session for the second ECFA reading wrapped up in chaos as even scuffle broke out resulting in several injured. However, the DPP questioned the procedure and demanded corrections, but the KMT proposed to overturn it, which it took advantage of its legislature seat and vetoed what the DPP proposed, which is to go through the second reading again.

As the DPP knew it has less seats in the legislature, its lawmakers decided to withdraw from the legislature as a group as a way to protest, which was supported by its chairwoman Tsai ying Wen, who also added that she regrets the scuffle that broke out because of her party members violent behavior. Next is the month long negotiation of ECFA with the second ad hoc meeting to be held in August before the agreement can take into effect.
