Yilan County's Guishan Island is controlled by the military. In 1999, Taiwan opened up the tourism industry, stipulating that tourists must first register before setting foot on the island, limiting its number of vacationers. Now to stimulate tourism, the Tourism Bureau has said that although the number of visitors have exceeded the amount allowed, the island will still be open to international and Mainland Chinese tourists. Sitting under the vast blue sky, the distant Guishan Mountain appears even greener. But before arriving at the island, visitors are first greeted by little friends of the sea. Thousands of dolphins jump out of the water to say delight the guests. After arriving at the island, visitors get to see thickets of green trees and lakes, and get a chance to hike through nature's mountainous paths. However, because the island is under military control, there are many restrictions and visitors must first register before they can set foot on the island. However, in the past ten years, the number of visitors has increased three-fold and the Tourism Bureau is planning to allow access to international visitors. In order to promote Yilan tourism, the premier has decided to open up the whole Northeast Coast Scenic tourism area, as well as to collect private land to improve the entire landscape of the Northeast Coast.
