In a bid to promote local film industry, the Government Information Office is planning to establish two Motion Picture Arts Centers in Taipei County and Kaohsiung respectively. However, it's been reported that the proposed budget for the Kaohsiung center is only one fourth of its northern counterpart's. Many movie lovers in southern Taiwan found it very disappointing.

Kaohsiung City has been promoting the film industry the past couple of years. Not only are they encouraging directors to film in Kaohsiung City, the city's movie library is also constantly showing films, which has attracted huge crowds.
But, the Taiwan Film Cultural Center's Southern Center that is currently being planned by the GIO, lacks a theater and only contains old films. Visitors will not be able to read any information, which many think is unfortunate. The Film Cultural Center is the first major construction the central government is undertaking for the film industry.
A center will be built in both northern and southern Taiwan. The northern center will be in Sin Jhuang, well the southern center will be in Kaohsiung City, close to the Kaohsiung Museum of Fine Arts. According to GIO's planning, the northern center will receive a budget of NT$4.5 billion, while the southern center will get NT$1.1 billion.
But the plan has been stalled due to differences during the initial review. Many local officials and residents believe the central government should be more aware of the balance between northern and southern Taiwan development. Some film industry workers believe this type of plan should seek the industry's view first. Or else, it might create a bunch of problems when it seeks construction bids like the Popular Music Center.
