The government's 5-year and 50 billion NT dollars of education plan has proven to be effective. Shanghai-based Jiaotong University has published its latest ranking of world universities of 2010. National Taiwan University is the leading university in the Chinese speaking regions, outperforming the schools in China and Singapore at 127th, up by 23 place compared to the previous year. Harvard topped a Chinese ranking of world universities announced by Jiaotong University in Shanghai, for the eighth year running. In 20th place, the University of Tokyo was the best rated in the Asia-Pacific region. National Taiwan University is the highest-ranked university in Chinese communities, ranked at 127th, surpassing that of National University of Singapore for the very first time. Jiaotong University uses criteria such as the number of Nobel prizes and Fields medals won by staff and alumni, the number of highly cited researchers on staff, and the number of articles by faculty published in Nature and Science magazines. In the category of the number of highly cited researchers on staff, National Taiwan University has the biggest improvement, advancing 23 ranks from the 150th position last year. The university contributes the glory to its faculty members, students and the 5-year plan of NT$50 billion. Besides National Taiwan University, ChengGong University ranks 256th, Jiaotong University of Taiwan ranks 313th and followed by Chinghua University at 314th position.
