A teachers group in Kaohsiung criticized the local education authorities on Monday for its uneven distribution of subsidies in favor of schools within the districts of the former Kaohsiung city, complaining that inequality still exists despite the city-county merger. But the Kaohsiung City Education Bureau later denied accusations of favoritism, saying that the subsidies in question were given on an application basis.

Disadvantaged parents in remote areas lack the resources to send their children to daycare classes and the time to look after their children themselves.

Many therefore rely on after-school study halls. However, the Kaohsiung County Teachers Association says that a large gap in the allocation of relevant subsidies remains following the merger of Kaohsiung City and Kaohsiung County.

According to the association, eight Kaohsiung City schools receive more in subsidies than they'd applied for, including one school that receives 248% more.

The Kaohsiung City Education Bureau says that funds for the subsidy program are targeted towards students from low-income families and students in the bottom 35% of their class.

The Bureau further said that any school that requires more in subsidies can ask to have their situation reassessed, and additional funds will be allocated from official budgets when necessary.
