The Council for Economic Planning and Development has recently launched a modern housing project, with the first development area set in Tucheng and Sanxia of New Taipei City. While the cost of the property is 40 percent less than the market price, one is only guaranteed with a 70-year property usage right. Construction workers are working on the designated site of Dingpu station of MRT Tucheng line, which is only 500 meters away from the modern housing project planned by the Council for Economic Planning and Development. According to the plan, there will be 310 units of houses on the government owned property in Tucheng, and 210 units near the National Academy of Educational Research in Sanxia. Both properties are around 2,000 pings, and buyers will be granted a 70-year property usage right. The project has sparked different opinions. Some believe it's a good idea because it allows more people to own a house, while some say it's better to own the land too. "This is better than the renting a house because everyone get to own a house. The government should offer better loan terms for everyone to afford a house." "But I feel less secured because I will probably lose the house if it needs renovation, I need to move again. And the government still owns the house." While scholars praise the government's policy, they believe that the key to the successful implementation of the project lies in the maintenance work. They believe that the government should allocate a certain amount of money to maintain the quality of the houses, so that people would be willing to live in them. According to the current plan, citizens whose incomes are below a certain standard and who do not have any property can submit an application to buy the houses of the project.
