Social housing has lately been touted by the government as the solution to the homeownership woes of the underprivileged, but several civil groups pointed out in a recent public hearing that the project is far from adequate. Discouraged by the increasing housing market price wave, many financial troubled families have turned to social housing. Civil groups are urging President Ma to increase the ratio of social housing projects in Taiwan and the Executive Yuan has responded by saying it will be allocating more land for the projects. However, the price of these social housing units aren't any lower than market prices and the target customers are unclear, as well. As a result, the project has earned the criticisms of the civil groups. Who exactly are the social housing projects targeting? An official of the Ministry of Interior says the issue is still being defined. Meanwhile scholars are concerned about the legislative progress of the projects. Drafts over the projects were completed in 1999 and were submitted to the Executive Yuan in 2007 but were repeatedly rejected. To datem no drafts have successfully reached the desks of the Legislative Yuan. According to an official of the Construction and Planning Agency, the amended drafts will be submitted to the Executive Yuan again by yearend.
