With only 10 percent of the government's total social welfare budget allocated to children and teenagers, the Child Welfare League Foundation has called for the candidates of the five municipalities to pay more attention to the rights and needs of the young ones. According to Child Welfare League Foundation statistics, children make up 20% of the population in Taiwan's five special municipalities. However, less than 10% of government funds are allocated to social welfare programs. Kaohsiung City has Taiwan's highest child molestation rate, while Tainan County has few pediatricians. Meanwhile, the resource gap between cities and rural areas is widening. Taichung City, for example, has nearly four times as many pediatricians as Taichung County. The Foundation's study also showed that all of Taiwan's special municipalities with the exception of Taipei City lack public playgrounds, and that some cities or counties don't even have one. The CWLF says that politicians shouldn't ignore children's rights just because children can't vote.
