Debate Over Use of Leashes for Dogs

After the city-county consolidation of Kaohsiung later this month, a series of new measures will take effect, including the mandatory use of leashes for dogs while outdoors. And offenders may face a fine of up to 75,000 NT dollars. Though many people applaud the new rule, some complain that the penalties are too harsh.

Northern Kaohsiung's Aozidi Park became a green haven for city residents as soon as it opened, and many enjoy taking strolls or walking their dogs there.

After Kaohsiung City and Kaohsiung County merge, however, dog owners will be forced to keep their dogs on leashes at all times.

While reaction to the proposed measure varies, most agree that the fine scale, which ranges from 15,000 NT to 75,000 NT, is too harsh.

Many Kaohsiung residents say that the government should instead aim fines at those that don't clean up after their dogs.

In response, a city government official said that public opinion will be taken into consideration, and that the draft will be reviewed by the city council before it goes into effect.
