President Ma Ying-jeou has made an announcement regarding the government's proposal to implement the 12-year compulsory education starting 2011 during his New Year's speech.

They are hoping that by 2014, students in high schools and vocational schools will no longer have to pay tuition fees, while most of them will be able to enter the schools without entrance exams.

Even though the civil groups are in support of the plan, they are calling the government to further evaluate the issues involved to guarantee a successful outcome.

The implementation of 12-year compulsory education has finally started and it is expected that around 70 percent of the 300,000 students, who enter junior high schools in August 2011, will no longer have to pass the entrance exam to enter the high schools or vocational schools, and they won't have to pay the tuition fees.

However, many educational groups are concerned about where the money will come from.

Parent groups are glad to know that the implementation is on its way; but they are also suggesting the government to improve the quality of education by improving the facilities and quality of teachers of both public and private schools.

The government should also announce the timetable for an exam-free enrollment project for all junior high school students to alleviate their stress.

As for those top schools, some high school principals are calling the government to allow them to maintain 30 percent of admission quota through exams so they can make flexible adjustment when enrolling students and guarantee the elite education for certain students.

In addition, they suggest the government to finish its arrangements on dividing the school districts.

Since it takes thorough arrangement to implement the 12-year compulsory education in terms of funding, school districts and maintaining the quality of schools, many people hope that the government can demonstrate its execution ability to make the policies become reality.
