NCC TO REGULATE RERUN RATE

According to a study conducted by the National Communications Commission, Taiwan's five major terrestrial television station's program rerun rate is comparatively high. The situation is even worse for the digital channels, which reaches a 75-percent program rerun rate. NCC said that they are looking to set restrictions on TV stations to protect audience's viewing rights.

According to a National Communications Commission survey conducted between last September and last November, the island's five terrestrial television networks have a rerun rate of around 50%.

Of the five, PTS had the highest rerun rate at 62.3%. With the exception of FTV News, the digital stations belonging to the five terrestrial networks were found to have rerun rates exceeding 70%. PTS' DIMO, meanwhile, had a rerun rate of 100%.

PTS says that it has a fixed annual budget of 900 million NT, no advertising revenues, and no additional subsidies for its digital channels.

Therefore, it lacks the funds to produce new programming. According to the Association of Terrestrial Television Networks, the rerun rate of each individual network is directly tied to its operational costs, and more discussion is needed to establish an acceptable rerun rate.

The NCC says that it will convene scholars and experts to research the issue, and that it hopes the Terrestrial Broadcasting and Television Act can be amended to protect the rights of audiences.
