DECRIMINALIZING THE SPECIAL ALLOWANCE

The Legislative Yuan's Finance Committee has passed the first draft in revising a law that will decriminalize the use of the special allowance funds for high-ranking government officials, which will put an end to legal troubles involving many politicians.

Legislators from both the ruling and opposition parties are in support of this amendment, with the Legislative Yuan President Wang Jin-pyng saying that it may be passed on April 29th at the earliest.

Because laws relating to special allowance funds were ambiguous before 2007, numerous officials have had legal issues relating to funds.

Lawmakers are now moving to decriminalize special fund usage. Amendments to the Accounting Act that were reviewed on Tuesday strike criminal and administrative liability from the usage of special, research, and assistant allowances.

Legislative Yuan President Wang Jin-pyng, who has faced fund-related issues of his own, feels that the resolution of this "historic shared karma" will benefit one and all. DPP lawmakers had sought to also decriminalize the usage of presidential state affairs funds and borough chief allowances, but the measure was rejected by the Finance Committee.

The DPP is now accusing the Legislative Yuan of political manipulation, while KMT lawmakers are optimistic that the amendments will be passed and already crying foul on behalf of former Taipei City Government Secretary Yu Wen.

According to Wang, amendments to Article 99-1 of the Accounting Act could be passed as soon as the 29th.
