In yet another move to solve the housing problem, President Ma Ying-jeou announced that a series of "modern living units" will be built on lands owned by the government, offering affordable residence for young families. However, some analysts are skeptical of the new plan's value, saying that it's little more than the public housing program of old. Although it is easy to take the MRT to work, those apartments along the MRT lines are expansive to say the least. The council of Economic planning and development has allocated plots of land at the end of MRT lines to build modern living units. The Land will be offered by the government for construction companies for the right to use for at most 70 years. Though many people like the idea, but they would like to see more regulations associated with the idea. According to the CEPD, the modern living units are going to be in Taipei city and New Taipei City first, and will draft up related measures in the near future for the Executive Yuan to review; hopefully, construction can begin before the end of the year. As long as those who do not own any properties and are under certain amount of income, they will qualify for the units. However, since the units are transferable, unit prices may also skyrocket. CEPD Minister Christina Liu said that, take the Q-Square Plaza for example, since the properties do not include the right to the land, the price difference would be limited. Many scholars believe that, for properties on land with a lease of 50 years, the price would be 20 to 30% less than the market price, if it is for 70 years, then would be 10 to 20 % less than the market price.
