The sixth Chiang-Chen meeting started on Monday at Taipei's Grand Hotel, with heavy contingents of police deployed around the building for security. Aside from reaching an agreement on mutual medical cooperation, representatives from both sides would also attempt to lay the groundwork this time for another agreement on cross-strait investment protection, which they hope could be signed next year.

The 6th Chiang Chen summit began at the Grand Hotel with Straits Exchange Foundation Chairman Chiang Pin-kung hosting a welcome ceremony for Association for Relations Across the Taiwan Straits Chairman Chen Yunlin and other members of the delegation.

Both individuals in their speech said they would both sign a cross-strait agreement on cooperation concerning medical services and pharmaceuticals, an important agreement regarding cross-strait health insurance.

Additionally, they both mentioned the important Bilateral investment Agreement that won't be signed at this time, though both hoped for early completion of this agreement. Police were deployed around the Grand Hotel, with layers of police and vehicles requiring inspection before entering. Still, the voices of protestors were heard, especially as Chen visited the National Palace Museum with pro-independence groups squeezing into the main hall and shouting slogans.

A number of protestors entered police barricades as a conflict ensued with some citing excessive force on the behalf of the police.

DPP Taipei City Councilors released three cages of pigeons in protest saying that after signing 14 agreements in no real concrete results have been achieved.

Wherever Chen went there were protestors with a large group of police to ensure public safety.

The Taipei City Police Department said there were 211 police officers on hand during the first day of the Chiang-Chen summit, which is much fewer than the number rumored by outside sources.

Also, they will adjust the number of staff as needed, with meetings on December 21st taking place indoors, and the following day Chen visiting the Taipei Flora Expo with the number of police expected to increase.
