Following the recent debates involving teachers of tutorial classes, the Taipei City Supplementary Education Association is looking to impose a certification system to rate the instructors. The Taipei City's Bureau of Education is also taking part in the evaluation process of the after-school business, which will include examining one's professional level as well as personal qualifications. Corporal punishment in supplementary education classes is not subject to the supervision of bureau of education. Even though parents oppose the move, they can't complain to the authority. But in the draft of supplementary education business evaluation, practicing corporal punishment would affect the assessment result of such business. This draft is hoped to educate teachers in the business that they are after all teachers and they should play the role of an educator and stay away from scandals. The draft also specifies that the professional development of a teacher is one of the criteria. The bureau of education hopes to manage and supervise the quality of the city's nearly 3,000 supplementary education businesses. But the draft is still being written. After it is approved, there would be a two-year trial period.
