In a follow-up to the White Rose movement in last September, activists plan to take to the streets again this afternoon, demanding a local version of Megan's Law to better protect children from sex offenders.

With white roses symbolizing purity in hand, thousands of adults and children gathered outside the Presidential Office on September 25th to call for better protection for child sexual assault victims.

The protesters were outraged by a court verdict handed down one month earlier that gave a man who molested a six-year old girl a light prison sentence on the basis that the child did not explicitly express objection.

As statistics show that 95% of sex offenders are repeat offenders, civic groups say that a Taiwan version of Megan's Law needs to be promulgated immediately.

In response, some scholars say that such a law would violate the human rights of sex offenders.

The Garden of Hope Foundation says that Megan's Law is about prevention rather than revenge,

and that while Taiwan makes information on sex offenders available to schools and sex offenders are monitored with ankle bracelets, these measures are not enough.

Civic groups have enlisted the assistance of an attorney team to submit a draft amendment of the Sexual Assault Prevention Act to the Legislative Yuan.

Meanwhile, the supporters of the White Rose Movement will take to the streets once more this Saturday.
